A corporate ATS and agency software are not the same purchase

Most people who search this comparison need one of these two products, not a choice between them. This page tries to work out which one you are.

Greenhouse is a corporate applicant tracking system built around a structured internal hiring process: scorecards, interview kits, approvals and equitable evaluation. Surhires is an agency recruitment software built around candidate relationships, outbound sourcing and client submittals. For an in-house team, Greenhouse is usually the right product and the intended relationship is integration rather than replacement.

These are different categories, and the difference is structural

A corporate applicant tracking system exists to run a fair, repeatable hiring process inside one company. Requisitions are approved by a hiring manager and a finance owner. Candidates apply to a posting. Interview panels use structured kits and scorecards so decisions are comparable across interviewers. The whole design is about consistency and defensibility inside a single organisation.

An agency recruitment software exists to manage relationships across many companies and many candidates who did not apply to anything. The candidate is the durable object, not the requisition. Outbound comes before applications. Submittals go out to twenty clients with different stages and different approval habits. The commercial layer, fees, guarantee windows, rebate terms and the first invoice, is part of the workflow.

Greenhouse is very good at the first job. Surhires is built for the second. Buying either for the other job produces a product that fights you every day, which is why this page does not try to argue that one replaces the other.

Pricing, and what we will not claim about it

Greenhouse pricing is not published in a form we can verify independently, so no figure appears on this page. We will not estimate it, quote a number from a third-party listing or describe it as expensive. Any of those would be a claim we cannot stand behind, and a comparison page that invents a competitor's price has told you what its other claims are worth.

Surhires publishes $39 Starter, $49 Professional and $99 Enterprise per user per month, annual at $32, $41 and $82, with a three-seat minimum, a $2,000 per month platform fee on Enterprise and a fourteen-day trial with no credit card. Those figures are provisional pending buyer validation and are labelled that way.

If you are comparing costs seriously, ask Greenhouse for a written quote at your headcount and compare it against a published ladder. That is a fair comparison. A number we made up is not.

What an agency needs that a corporate ATS does not provide

Client records with their own activity history, open requisitions, fill rate and last touch. A submittal object that tracks a candidate sent to a client, the client's response and the time it took. Fee structures, guarantee windows and rebate terms attached to a placement. Placement invoicing that produces the first invoice. A pipeline dashboard that shows revenue booked against revenue invoiced.

Outbound is the other half. An agency talks to candidates who never applied, which means sourcing from your own database first, personalised first messages drawn from a candidate's actual history, reply classification and a communication surface that includes WhatsApp because that is where candidates answer. Corporate ATS products are built around inbound applications and do not need most of this.

Surhires carries all of it, with the honest exception of the parts still in build: talent pools, the client portal, structured data import and source-of-hire attribution are Wave 1 build items rather than shipping features.

Where the two products meet rather than compete

The common real-world shape is an in-house team running Greenhouse and agencies supplying candidates into it. In that arrangement the agency wants its own CRM and the employer keeps its ATS, and the useful thing software can do is move a submittal cleanly between them instead of asking a recruiter to retype it.

A Greenhouse connector is on the Surhires roadmap rather than live today, and this site labels every integration explicitly as live, in development or roadmap. Nothing here implies a partnership, a certification or logo rights that has not been confirmed, and a roadmap connector should not be treated as a commitment you can plan a quarter around.

If your requirement today is submitting into a client's Greenhouse instance without rekeying, that is a genuine gap and you should ask about it directly rather than infer an answer from this page.

What Surhires does not do

Surhires is not an HRIS, a payroll system, a background-check provider or an assessment platform. It does not run structured internal hiring approvals the way a corporate ATS does. Interview kits are in build for Wave 1, candidate scorecards are shipping and being extended, and neither is as developed as a mature corporate ATS makes them.

There is no pay-and-bill module and none is planned. Talent pools, the client portal, structured data import, consent and retention tooling and the Chrome extension are in build. The AI Notetaker and the AI Sourcing Agent are planned rather than built.

On compliance, the product records which candidates were scored and exports the data an independent bias audit needs where an automated employment decision tool is in scope. Commissioning that audit and issuing candidate notice remain yours. SOC 2 is a readiness programme in progress with a Type I report as the first deliverable.

Where Greenhouse is the better choice

If you are an in-house talent team hiring for your own company, Greenhouse is very probably the right product and this page should end with you closing the tab. Structured interview kits, scorecards, approval workflows, hiring-manager collaboration and reporting built for internal talent operations are the core of what it does, and it has been refined against that job for a long time.

It is also the better answer if your organisation needs a defensible, consistent evaluation process across many interviewers, if your hiring managers already live in it, or if your compliance function has approved it through a security review. Replacing that with agency software would be a category error, not an upgrade.

Surhires is the better fit for an agency, a search firm, an RPO desk or an independent headhunter working many clients at once, where the candidate relationship, the outbound and the commercial layer are the job.
