Start with the number, because the number is the point
Manatal's compiled pricing is $15 Professional and $35 Enterprise per user per month, with AI included from Professional. That is the lowest published price in this comparison set by a wide margin, and pretending otherwise would waste your time.
Surhires's provisional pricing is $39 Starter, $49 Professional and $99 Enterprise per user per month, annual at $32, $41 and $82, with a three-seat minimum, a fourteen-day trial and no free tier. For a two-person desk the difference is not marginal, and a comparison page that buries that under a feature table is not being straight with you.
The question worth asking is not which is cheaper. It is whether the extra spend buys something your desk will actually use this year. If it does not, buy the cheaper product.

Where the extra spend goes
The clearest difference is the outreach surface. Surhires ships WhatsApp Business API messaging as a first-class channel on Professional, with templates, opt-in capture and every message written to the candidate activity stream, alongside email cadences that are shipping and being extended. That matters most for desks working the UK, India, Europe, Latin America and the Gulf, where WhatsApp is where candidates actually reply.
The second difference is the agency placement workflow. Submittals to clients, structured dispositions rather than free text, guarantee windows, rebate terms, offer letters and placement invoicing through to the first invoice are first-class rather than adapted from a general tracker. The Placement Pipeline Command Centre shows submittals out, interviews booked and slipped, offers live with acceptance risk, revenue booked and invoiced, and at-risk placements inside the guarantee window.
The third is explainability. The Match Scorer shows which requirement drove each point in a score, and the Recruiter Coaching Agent compares a desk's conversion rates against the team and suggests the next action.
Both products include AI, so that is not the deciding factor
Manatal includes AI from its Professional tier and Surhires includes AI matching from its Professional plan with one hundred credits per user per month. Any comparison that treats AI availability as the differentiator between these two products is not looking closely enough.
What differs is scope. Surhires defines twelve named agents covering intake, sourcing from your own database, resume screening, match scoring, outreach personalisation, reply handling, interview scheduling, note taking, reference checks, placement risk, client health and recruiter coaching. Ten are live. The AI Notetaker and the AI Sourcing Agent are planned rather than built, and they are described that way everywhere.
A wider agent surface is only worth paying for if your desk will use it. A two-person team that mostly needs a searchable database and a pipeline will not notice the Client Health Agent.
The point at which a cheap tool gets expensive
Low-cost tools stop being cheap in predictable places. The first is the database: when the same candidate exists four times and a search returns all four with the notes split between them, recruiters stop trusting the system and start keeping their own lists. Surhires runs layered duplicate detection during an import, using normalised email, E.164 phone, employer, education and a shingled resume fingerprint, proposing merges with a confidence score.
The second is communication history. When conversations live on personal phones and personal inboxes, a desk handover loses them and nobody can reconstruct what was promised to a candidate. Writing every message to the record is what prevents that.
The third is client-side workflow. Once you are running submittals across a dozen clients with different stages, approval steps and rebate terms, a general tracker starts requiring workarounds, and workarounds are where data quality goes.

What Surhires does not do
Surhires is not an HRIS, a payroll system, a background-check provider or an assessment platform. There is no pay-and-bill module and none is planned for Wave 1. Placement invoicing raises and tracks the first invoice against a placement; it is not a billing engine for a contractor book.
Talent pools, the client portal, structured data import, consent and retention tooling, the Chrome extension, interview kits and source-of-hire attribution are in build for the Wave 1 release rather than shipping. Multi-channel sequencing across email, WhatsApp and SMS in one flow is planned. Those labels do not change on a comparison page.
SOC 2 is a readiness programme in progress with a Type I report as the first deliverable. No Type II report is claimed until one has been issued.
Where Manatal is the better choice
For a two-person desk on a tight budget, Manatal is the rational choice and we will say so plainly. At $15 per user per month it costs a fraction of anything else here, it includes AI from that tier, and a small team that needs a searchable candidate database, a pipeline and a way to post jobs will get that for a price that barely registers against a single placement fee.
It is also the sensible answer if your cash position means the licence has to be near zero while you build a client base, or if your desk is simple enough that WhatsApp-native messaging, per-client stage configuration and placement invoicing are not things you would use this year.
Surhires earns the difference when the desk grows: several recruiters, many clients, submittals in volume, a database large enough to decay, and candidate communication that has to live somewhere auditable. Below that point, the cheaper product is the right product.

Is Manatal cheaper than Surhires?

So why would we pay more?
For a wider outreach surface with WhatsApp Business API messaging as a first-class channel, for agency placement workflow through submittals, guarantee windows and the first invoice, and for explainable AI matching. If your desk will not use those this year, the cheaper product is the better buy.
Do both products include AI?
Yes. Manatal includes AI from its Professional tier and Surhires includes AI matching from Professional with one hundred credits per user per month. AI availability is therefore a weak deciding factor. The scope of what the agents do, and which of them are honestly marked as planned, is the more useful comparison.
Is there a free Surhires plan?
No. There is a fourteen-day trial with no credit card, and no free-forever tier. Recruitment software needs imports, onboarding and messaging infrastructure behind it, and an unsupported free account serves nobody well. If the budget has to be near zero, a lower-priced vendor is the honest answer.
When would you tell us not to switch?
When the desk is two people, the database is small, the clients are few and communication is straightforward. At that size the extra capability sits unused and the licence difference is real money. Come back when the database is large enough to decay and submittals are running across many clients at once.
