Comparison

Candidate relationships next to a VMS-driven IT staffing stack

Ceipal is built for a specific niche and covers it well. Surhires targets a different layer, and US IT staffing is a Wave 2 market for us.

Ceipal serves offshore-supported US IT staffing with vendor management system workflow and work-authorisation tracking. Surhires is recruitment software focused on candidate relationships, outbound sourcing and WhatsApp-native communication. US IT staffing is a Wave 2 market for Surhires, so this page is a fit assessment rather than a replacement pitch.

Ceipal serves a specific and demanding niche

US IT staffing with offshore recruiting support is its own operating model. Requisitions arrive through vendor management systems and managed service providers. Submissions have to meet rate, right-to-represent and work-authorisation requirements. Recruiting teams often work overnight from another country against a US client calendar, and volume is high.

Ceipal is built for that model, with vendor management system workflow and work-authorisation tracking as core capabilities rather than as custom fields somebody added. A firm whose requisitions come through a VMS should treat that as a threshold requirement, not a preference.

Surhires does not ship VMS integrations. If your requisition flow arrives through a VMS today, that is a strong reason to stay where you are, and we would rather say it in the second paragraph than bury it near the bottom.

US IT staffing is a Wave 2 market for Surhires

This site publishes what is in the Wave 1 release and what is not, and the same discipline applies to markets. US IT staffing is a Wave 2 market for Surhires. That means the vertical templates, the compliance surface and the integration set are built primarily for permanent, contingent, executive search and general agency work first.

Saying so costs a page like this some conversions and is still the right call. A firm that buys on the strength of a market we have not built for yet becomes an unhappy customer inside a quarter, and an unhappy customer is more expensive than a lost deal.

What that does not mean is that nothing here is useful today. The candidate relationship layer, matching, deduplication and outbound communication are the same components an IT staffing desk uses, and some firms will find them valuable alongside an existing system rather than instead of one.

  • No VMS integrations, and none in the Wave 1 release
  • US IT staffing is a Wave 2 market, stated rather than implied
  • Vertical templates cover perm, contingent, retained, contract, RPO, in-house and solo
  • Work-authorisation handling is document capture and expiry reminders, not verification

Pricing, and what we will not claim about Ceipal

Ceipal pricing is not published or independently verified in the compilation this page draws on, so no figure appears here. We will not estimate it or repeat a third-party number. A comparison page that guesses at a competitor's price has already told you how carefully it treats the rest of its claims.

Surhires publishes $39 Starter, $49 Professional and $99 Enterprise per user per month, annual at $32, $41 and $82, with a three-seat minimum, a $2,000 per month platform fee on Enterprise and a fourteen-day trial with no credit card. All of it is provisional pending buyer validation and labelled that way on the pricing page.

If you want a real cost comparison, ask Ceipal for a written quote at your seat count and set it against a published ladder.

The layer Surhires is actually good at

Candidate relationships and outbound. Structure written at capture time so a large database stays searchable: normalised skills, seniority, location, notice period and rate or salary with currency, plus typed custom fields that can be filtered and reported. Layered duplicate detection at import, using normalised email, E.164 phone, employer, education and a shingled resume fingerprint, with merges proposed and scored.

AI matching is included from the $49 Professional plan with one hundred credits per user per month, and the Match Scorer shows which requirement drove each point rather than returning a bare number. Ten of the twelve named agents are live, covering intake, sourcing from your own database, screening, matching, outreach, reply handling, scheduling, references, placement risk and client health.

WhatsApp Business API messaging is a first-class channel on Professional, with templates, opt-in capture and every message written to the candidate activity stream. For offshore recruiting teams working candidates across time zones, that matters more than another email tool.

  • Explainable match scores rather than an opaque ranking
  • Import-time deduplication with confidence-scored merge proposals
  • WhatsApp Business API messaging with history on the candidate record
  • Time-zone aware scheduling is in build for the Wave 1 release

Compliance is described as capability, never as a certificate

Right to Work and work-authorisation handling in Surhires is document capture with expiry reminders against the candidate record. The verification itself is a workflow you run; it is not a certification we hold on your behalf, and no page on this site says otherwise.

Outreach supports opt-in capture, STOP and unsubscribe handling, suppression lists and a physical postal address in email footers. Whether a given campaign is lawful depends on how you configure and send it. US SMS requires your own 10DLC brand and campaign registration with the carriers; we provide the fields and the sending integration, and the registration is yours.

Where an automated employment decision tool is in scope, the product records which candidates were scored and exports the data an independent bias audit needs. Commissioning the audit and issuing candidate notice remain yours. SOC 2 is a readiness programme in progress with a Type I report as the first deliverable.

Where Ceipal is the better choice

If you run US IT staffing with requisitions arriving through vendor management systems, with offshore recruiting teams working at volume and with work-authorisation status central to every submission, Ceipal is built for you and Surhires is not. That is not a hedge; it is the honest answer for that firm today.

The same holds if your submission workflow depends on VMS or MSP integrations, if your compliance process is organised around visa classes and right-to-represent documentation, or if your operating model needs a system that already understands the offshore-onshore split. Buying a product whose target market is Wave 2 would be a poor decision.

Surhires is worth a look if your bottleneck is the candidate relationship layer rather than requisition intake: database quality, explainable matching, outbound personalisation and messaging candidates actually answer. Some firms will run it alongside an existing system for exactly that.

Competitor pricing and packaging compiled from published vendor pricing pages on 27 August 2026 and not re-verified since. Where a row says pricing is not published, that is because the vendor does not publish it.

Questions recruiters ask

How current is this comparison?

Competitor information on this page was compiled from published vendor pricing pages on 27 August 2026 and has not been re-verified since. Ceipal pricing is not published or independently verified, so no figure is stated here. Check Ceipal's own site and ask them for a written quote at your seat count.

Does Surhires integrate with VMS platforms?

No. There are no vendor management system integrations and none are in the Wave 1 release. If your requisitions arrive through a VMS or an MSP programme, that is a threshold requirement and a strong reason to stay with a product built for it rather than to switch.

What does it mean that US IT staffing is Wave 2?

It means the vertical templates, compliance surface and integrations are built first for permanent, contingent, executive search, contract and general agency work. US IT staffing is a market we intend to serve later, and we publish that rather than selling into a market we have not built for.

Do you track work authorisation?

The product supports document capture and expiry reminders against the candidate record, including right-to-work and visa documentation. The verification itself is a workflow you run. We describe capability rather than claiming a compliance status, because compliance is a property of your process rather than of our software.

Why would an IT staffing firm look at Surhires at all?

For the candidate relationship layer: database structure that survives volume, import-time deduplication, explainable AI matching, personalised outbound and WhatsApp-native messaging for candidates across time zones. Some firms will value that alongside an existing system rather than as a replacement for one.

What does Ceipal cost?

We do not know and will not guess. Ceipal pricing is not published or independently verified in the compilation behind this page. Ask them for a written quote covering your seat count and modules, then compare it against Surhires's published $39, $49 and $99 per user per month.
